THE HONOURABLE JUSTICE WAYNE HAYLEN QC was a foundation member and Head of Chambers at Denman Chambers from 1994 until his appointment as a Judicial member and Deputy President of the Industrial Relations Commission of New South Wales in 2001.

His Honour was educated at Canterbury Boys High School and later studied Arts and Law at Sydney University.  He was admitted to the Bar in 1976 and appointed Queen’s Counsel in 1990.  He had a varied practice, specialising in labour law in all its aspects with a strong administrative law focus.  He acted as Counsel Assisting in numerous Inquiries.

Justice Haylen maintained an active interest in the consumer movement being a Council member and the Deputy Chairman and ultimately Chairman for a period of six years of the Australian Consumers Association, publishers of “Choice” magazine.  He has been a member of the New South Wales Consumer’s Advisory Council, New South Wales Privacy Committee and the Local Government Minister’s Reform Task Force.

His Honour retained an active interest in various sports and from to time has been a member of the Tattersalls Club, the Sydney Cricket Ground Trust and now the Australian Turf Club.  He was a Trustee of the Randwick Racecourse Trust.

In 1997, was appointed to the first Racing Appeals Panel by the New South Wales Thoroughbred Racing Board, dealing with appeals in all aspects of that industry in New South Wales.  During this period acted as Deputy to the principal member.   He was re-appointed to the Panel in 2000 but resigned in 2001 following his appointment to the Industrial Relations Commission of New South Wales.

In 2003, His Honour was appointed as a Member, Racing Appeals Tribunal, Harness Racing Appeals Tribunal and Greyhound Racing Appeals Tribunal.  In 2008 he was appointed to head the Racing Appeals Tribunal.

In 2008, Justice Haylen was appointed to the Divisional Head of the Administrative Decisions Tribunal of New South Wales.  He holds that position concurrently with his roles as a Judge of the Industrial Court of New South Wales and Deputy President of the Industrial Relations Commission of New South Wales.

In 2008 his Honour was also appointed as an Acting Judge of the Supreme Court of New South Wales.

His Honour has lectured and published extensively in the area of labour law.  He was a member of the Editorial Board of the “Human Resources Law Bulletin” [1996-2001].  He was Co-Editor of “Mills – Federal Industrial Law” with Justice Moore of the Federal Court of Australia.  His Honour was a consultant with that practice from 1980 to 1981 and a Reporter for the “Australian Law Reports” from 1976-1979.
